Four California school districts, four different ways to start a vendor search

Tutoring and enrichment providers may need to check an existing service bench, a district purchasing office, or a school-site partner before registration alone can lead anywhere.

Prepared by Fletcher Row Research · Sources checked October 17, 2026

Start with the service route. Ask which office or existing partner controls the next step for this kind of service. A vendor registration may help a district find a company or send bid notices; it does not necessarily make the company eligible, place it on a contract, or mean a school has approved a purchase.

This guide compares public starting points at four California districts. It is a navigation aid, not a determination that a particular provider qualifies or that paid work is available.

Choose the first stop by the decision you need to make

Check an LAUSD tutoring bench

Start with the Master Agreements Tutoring directory. If no applicable bench exists, the district says a school or department sponsors a competitive process; vendors can register for bid notices.

Limit: a vendor number is not service approval. The linked Tutoring directory was not inspectable in this review, so current providers and terms are unverified. Vendors are told not to approach schools as salespeople.

Find San Diego solicitations

Use Strategic Sourcing and Contracts' PlanetBids page to register for notices and review districtwide solicitations.

Limit: the districtwide portal does not explain how a new tutor joins every school-site program.

Explore SFUSD ExCEL enrichment

Use the school and Lead Agency roster to identify the agency serving a target site, then check whether it is considering enrichment subcontractors.

Limit: ExCEL reviews and approves subcontract requests. This is a possible route, not an open application or evidence of provider need.

Explore a Thomas Elementary partnership

Use the school's Partnership Interest Form. For district purchasing, start with Fresno Unified's Purchasing and Procureware.

Limit: the school form is site-level; it does not establish funding or a district contract. Confirm an approved purchase order before providing services.

This is a route map for the first decision, not a list of current tutoring openings. The district sections below explain what the official pages support and what remains unknown.

Los Angeles Unified: check the service bench first

LAUSD's Master Agreements page lists existing professional-service benches, including tutoring. Schools and offices can request covered services through an applicable bench contract. If a needed bench does not exist, LAUSD says a school or department starts the competitive process; vendors can register for bid notices. A vendor number alone does not approve a firm to provide a service, and LAUSD tells vendors not to approach schools as salespeople.

LAUSD also lists Partners for Student Success (PFSS), an existing-contract route for certain school-site services. Schools request services using a work order under a partner's contract. This is useful context for an organization already on the bench; it does not show that new providers can join it now.

San Diego Unified: use PlanetBids for district solicitations

San Diego Unified says Strategic Sourcing and Contracts posts and processes its solicitations through PlanetBids, where vendors can register for notices and download solicitations. Treat that as the districtwide starting point. The public page does not explain how a new tutoring or enrichment provider enters every school-site program, so confirm the service category before assuming the portal is the whole route.

Bids and RFPs

San Francisco Unified: identify the lead agency for site-based enrichment

SFUSD's vendor-list instructions describe requirements including a W-9, purchase orders, acceptance of district contract terms, and applicable insurance. For site-based ExCEL enrichment, SFUSD says it does not typically contract directly with other providers. A Lead Agency may subcontract, but ExCEL reviews and approves subcontract requests. The district's school and Lead Agency roster can help identify the organization connected with a site.

This is a possible partner route, not an open subcontract application or a promise of work.

Fresno Unified: central Purchasing, with a separate school partnership inquiry

Fresno Unified centralizes purchasing and links to its Procureware bidding portal. Its purchasing materials say an approved purchase order must be confirmed before providing goods or services. Separately, Thomas Elementary describes a Community Schools Partnership Interest Form. That is a school-level inquiry, not proof of districtwide tutoring intake, funding, or a contract.

Five questions to answer before pursuing a route

  1. Does an existing contract or provider bench already cover this exact service?
  2. Which office, school, or contracted partner starts the process?
  3. What does registration actually do: enable payment, send bid notices, or satisfy a prerequisite?
  4. Is there a current solicitation or a real partner opening for this service?
  5. What contract, insurance, student-data, purchase-order, and invoicing requirements apply before work starts?

Write down what an official source answers and what it leaves open. If a public page does not explain how a new provider enters a program, record that gap instead of treating a general vendor form as permission to sell or deliver services.

What this comparison establishes: distinct public starting points: an existing service bench and school-sponsored competition at LAUSD; a districtwide solicitation portal at San Diego Unified; a possible Lead Agency subcontract path for SFUSD site-based ExCEL work; and centralized purchasing plus a separate school partnership inquiry at Fresno Unified.

What it does not establish: an open tutoring opportunity, available funding, a buyer's interest, provider eligibility, or a contract award. District routes change; check current official pages and actual service terms before acting.
